What are the bases of official monitoring radiation reference of communications?

Monitoring of radiation from mobile phones has been made with public by official institutions in each country, including results of measurements with antennas for base stations, for sampling.

This monitoring is geared solely to the measurement of biological thermal effects, getting outside the scope of the measurement of levels which may take into account non-thermal biological effect.

This is not surprising, because the love part of current legislation only contemplates thermal effects, ignoring the non-thermal effects, harmful to health from radiation levels much lower. Of course, there are countries, regions and cities that have already adopted official lower levels, based on the precautionary principle.
