Official definitions of radiation

What are the definitions for the official authorized radiation levels, and to help understand the limits of the two effects, thermal and non-thermal?

Reference limits

Are the maximum permissible values for levels of electric field, magnetic field and power density in a given environment.

Are established by international agencies believed, based on thermal effects and are measured using appropriate equipment.

Safety limits
Are the maximum permissible values for levels of electromagnetic energy absorbed by the human body. Are established by international agencies believed, based on thermal effects.

Adverse Health Effect
It's called Adverse Health Effect when the biological effect is outside the normal range of compensation of the body, leading to a health problem.

Biological Effect
Is the response of an organism to a stimulus or to a change of surroundings, and you can measure.

Thermal Effect
Biological effect of exposure to radio frequency radiation, translated by local heating of tissues.

Non-Thermal Effect
Other biological effects of exposure to radio frequency radiation, where is not present the mechanism of tissue temperature increase.

Despite all these official definitions, the fact is that the authorities of the countries that still follow exclusively the thermal limits, go through the non-thermal effects of radiation, which is incomplete and can endanger the health of the people.
